NiftyDisplay: no point of filter tabs if there is only level being reported #2

When there is only type of level being reported (e.g. only warnings or only notices), it is pointless to have the "All" tab since it is the same. For example if there are 15 notices, there will be "All (15) | Notice (15)" tabs which will list the same contents.
