There is only user cases for execution and scheduling.
We need some cases to show how arbiter can integrate with scaling, like HPA/VPA.

Add OBI adapter to feed metrics to kube aggregation, so we can reuse HPA for auto scaling:
Basic workflow: HPA -> apiserver -> kube aggregation -> obi-adapter
