Multiple admin roles with different levels of access in KKP

Description of the feature you would like to add / User story

As a maintainer of a KKP installation
I would like to grant different levels of admin access to KKP to my different coworkers
in order to grant viewer and editor

Solution details

• KKP Admin RBAC needs to have 3 levels: admin, viewer and editor

Alternative approaches

Use cases

• In a large organisation it can be useful to delegate some tasks related to administrating KKP to other colleagues without the risk of delegating too many permissions over the whole installation to them

• RBAC and permissions need to be defined precicely first
