We are facing this issue as well.. We updated the OSP and OSC and secrets were not updated.

We had to delete them and get operating-system-manager pod restarted to get new OSC and secrets created.

Just for records...
This works as documented.. So we update the OSP with new version and we force restart the MDs .. the restart of MD will trigger reconciliation of OSP to OSC and to cloud-init secrets.
