Added tilt-verify target in Makefile + tilt installation ootb

Special notes for your reviewer:
Added tilt-verify as a Makefile target. Made it a requirement for the tilt-up and tilt-down targets.
The new target executes ./hack/tilt/verify, which verifies if tilt is installed and set up.
