image-builder client cant get pipeline status

Description

Getting ado pipeline status sometimes fails wit temporary network errors. While image build finished with success, a client is reporting failure as it can't download build result.

Example failed builds because of network errors.

Expected result

Client is able to get ado pipeline status and build logs even when pipeline failed. This is needed to properly report status on client side.

Added retry logic in #10412. We need another pr to make retry function parameters configurable and add retry functions for call in other secenarios.
