Why is request()->getBaseUrl() part removed when generating relative URLs?

The only case in my practice, when request()->getBaseUrl() was not empty, is a project located in a subfolder. And that's when it's a problem for generating non-absolute links.

The simplest method I've come up with to fix this problem without extend UrlGenerator looks like this (AppServiceProvider):
