Right now it seems to default to the factory (the thing that created the world) and we transfer the root namespace to the factory caller, but not store/world namespaces.
This might be a little weird with upgradeable world implementations (via proxy) where we can now upgrade the underlying world implementation, but can't adjust the tables in these namespaces.
