fix(versions): support changelogPreset.header, fixes #852

Description

Provide support to changelogPreset.header, however we will support changelogPreset.releaseCommitMessageFormat because version.message does the exact same thing and we will now throw when user tries to configure changelogPreset.releaseCommitMessageFormat
