Build and push docker image for the v2.4.0 tag #391

I saw that there is a new git tag in this repo of pebble, but no docker image has been built and pushed as part of cutting that release yet.

The letsencrypt/pebble image is available in dockerhub: https://hub.docker.com/r/letsencrypt/pebble/tags
