bsdtar_test and libarchive_test failures #2126

the failures unusual:

large numbers of builders (and the nixpkgs CI system) pass. 5/6 of the builders I tested on pass
the one repeatable failure I observed is on a Hetzner VM, which is repeatable with both 3.7.2 and 3.7.3
nix measure inputs, and only the measured inputs are available to the builder in a container; the sandboxing is fairly robust
