Mass-deleting notifications

The notifications page needs a new button to mass-delete notifications. It should probably only delete notifications which are already marked as read, so that deleting all notifications requires two clicks. A mass-restore button could also be useful when there are notifications marked for deletion.

would it be possible to disable rate limits (or at least raise the rate limit) for logged users? I use NoScript with cloudflare disabled by default and, though I understand that it might be necessary for the website, I'm not sure it makes sense to have this active for accounts that are logged in.
Just clicking through the delete buttons for notifications is enough to trigger a rate limit...
