failed compilation on Ubuntu 22.04.1

Steps to reproduce the behavior = following the manual to build from the source.

the fix:

sudo apt install libstdc++-12-dev

Thanks for the report, @mxdpeep

When following https://github.com/libjxl/libjxl/blob/main/BUILDING.md, should

sudo apt install clang

already bring in some version of libstdc++-12-dev as a dependency? Did you follow that or are you using a different compiler?
