Observed on the sanitizers-macos buildbot:

I just saw this very-related-looking failure on the same buildbot:

not ok 64 - fs_event_watch_file_twice

Happened again just now on the v1.x branch and sporadically on PR branches. I still don't really have a good hypothesis.
