Can not localize "Welcome Guide" and "Telemetry Consent" views #319

Prerequisites

Description

"Welcome Guide" and "Telemetry Consent" views are not localized.

Steps to Reproduce

  1. Execute editor, then open the file of "mv ~/.atom/config.cson"
  2. Delete the line that starting "telemetryConsent", then save it
    (or, comment out the above line)
  3. Click "Settings" in "File" menu
  4. Click "Packages" in "Settings" view
  5. Click "Enable" in "atom-i18n" package
  6. Click "Settings" of the "atom-i18n" package
  7. Click "(ja)" in the list of "Language"
  8. Click "(English: Telemetry Consent)" tab and "(English: Welcome Guide)"

Expected behavior:
All English words and sentences are localized.

Actual behavior:
"Telemetry Consent" view has no localized words.

Reproduces how often:
Always

Versions

Atom    : 1.57.0
Electron: 9.4.4
Chrome  : 83.0.4103.122
Node    : 12.14.1
