It is a good practice to not push node modules into source control. Given Actions doesn't install node modules by default, you have to have the code in source control somehow.
What I recommend is using some module bundler to take the action code and the node modules and bundle it into a single file that then can be uploaded into source control which will then only cause 1 file change instead of 100s to 1000s.

Some bundlers you could use include Webpack, Rollup, Parcel, or ncc.
