What Happened?

For some reason that I can't seem to nail down, occasionally it becomes almost impossible to move the window via the title bar (per normal OS operation). If I move the mouse over and near/between the Close/Min/Max icons, I can grab it and move it. OR, if I resize the window, grabbing the title bar to move the window then works again for some period of time.

Reproduce the Bug

1. Not sure how to get it in this state, just seems to get there after sitting for some time.
2. Grab the title bar (which isn't visually distinctive to start with, like most other windows), and attempt to move the window. The click to grab is not capture, and one cannot move the window.
3. Resize the window a little, bigger or smaller, and try again, and it works.

Expected Behavior

Grabbing the title bar in any of it's blank area should allow you to move the window, like all other windows.

Could you disable any third-party themes and try again?
Some themes might have customizations for toolbar, which influence the title area.
