I suspect that cloudflare blocking Luakit needs to be fixed at cloudflare.
I'd be surprised if cloudflare publishes information about how to stop their service blocking arbitrary applications.
You may find that complaining to Gitlab will cause them to get cloudflare to fix this.
In my hands, logging in with Chromium allowed me to then log in with Luakit.
Unfortunately, and perhaps peripheral to the original issue, their ostensibly improved user experience doesn't play well with Luakit:
The much lauded "Super Sidebar" doesn't appear, making almost everything impossible, and presumably related,
These also don't work in Epiphany, and so is presumably true of other webkit-gtk browsers.
So another possibility is: maybe cloudflare believes it's giving Luakit access,
but the same redirection/content loading is failing, and preventing access.
Current Behavior:
Does not permit gitlab.com security check

Show the input box for security check

Try to log in gitlab.com, check the cloudfare box
