Inaccurate EOL Dates #818

I was directed to the EOL service dates in config/eol.yaml by an Adobe SWAT report. This file has inaccurate dates for EOL.

PHP versions use the active support date from https://www.php.net/supported-versions.php for EOL, when I would think they should be using the security support date.
RabbitMQ 3.11 has the EOL date as June 30. It should be July 31st according to this https://www.rabbitmq.com/release-information/versions
Redis 7.0 is marked as EOL in the file, but it's noted as still supported here https://github.com/redis/redis/security without an exact date.
