"edge" tag - based on master - must not lead to "latest" tag
To follow semver specifications, 0.x.x tag must not lead to a 0 tag, only 0.x
Some image versions, such as hugo, don't follow semver. For instance, 0.27 and 0.27.1 are two separate versions, and in that case, a 0.27.1 tag must not lead to a 0.27 tag
