Update find-up and read-pkg-up dependencies

The latest versions of find-up and read-pkg-up were written as Pure ESM packages, however, ESLint currently doesn't support full on ESM or using dynamic imports at the config level. It will work if you run ESLint using DISABLE_V8_COMPILE_CACHE=1 eslint ., but that's a terrible burden to put on consumers of get-off-my-lawn, so we're kinda stuck on older versions until progress can be made.
