Material blocks in customizer is using m2 style

Bug Description

Material block in customizer is using m2 style, Should update with either m3 web component or clean up and use m3 styles from plugin.

Expected Behaviour

Steps to reproduce

1. Go to Customizer
2. Make .toggle-material-library button visible.
3. Click.
4. View component on right window.
5. See radio button is using m2 style.
