Group functional and stylistic choices

Allowing/disallowing selector features, vendor prefixes, or !important make for a different kind of decision than where you want your whitespace or how you'll represent your colors.
It would be good to group these into sections, to limit required cognitive task switching between deciding how you want to code, and how you want your code to look.
The vendor prefix options should also be grouped together, because that's largely a single decision.
