Consider moving issues to git-bug #7

Since we want to leave GitHub someday, we should consider moving our issues inside the repo using git-bug, so that we don't lose our issues when we move around.

git-bug has some dire problems that are fixed in the latest development version, but not in the current release, such as the ability to bridge to GitHub: MichaelMure/git-bug#719 This seems vital for our purposes, since the main reason we want it is to transition these issues off of GitHub.

I think we need to table this until the next release of git-bug. Here's an issue tracking efforts to cut a new git-bug release: MichaelMure/git-bug#704
