Feature: expose octokit iterator since, per_page and rate_limit options in sync containers to repo settings

Please add the ability to specify since and per_page for the octokit iterator in the case of massive repos that are prone to hit rate limits. Being able to specify a request/s limit on the mergestat/sync image would be nice as well.
