Bug when insert image to excel #2166

Expected behavior and actual behavior.
- Expect insert image successfully
Steps to reproduce the problem.
- Using pywin32 to connect to excel app and open excel file
- Access sheet sheet = workbook.Sheets("Sheet1")
- Insert image
```
 picture = sheet.Pictures().Insert("2.jpg")
 picture.Top = sheet.Cells(5,3).Top
 picture.Left = sheet.Cells(5, 3).Left
```
Version of Python and pywin32:
- Python: 3.9
- pywin32: pywin32-306
