Need to add max retry count for telemetry events to prevent events accumulation in sent buffer

The SDK performs some “back-off” logic to stop the SDK from flooding the endpoint
This will be causing the “buffer” to continue to accumulate the “retriable” events in the send buffer
We currently don’t appear to have a max retry count for these events
