There is an extra tab stop for all windows (dialogs and the main window). We either need to remove the tab stop or make it clear what is being focused.

Closing this will fix the following bugs:

Looks like Electron considers this a bug. electron/electron#12919 We'll need to update internal docs & bugs to reflect this.
