PowerToys Run freezes for a few seconds when opened sometimes

Steps to reproduce

Press the keyboard shortcut to open PowerToys Run (alt+space).
Edit to add: This mostly happens after resume from hibernation/sleep, but it can happen at other times.

✔️ Expected Behavior

The PowerToys Run window opens and is responsive immediately.

❌ Actual Behavior

A blurred rectangle of the window appears, but does not display the text entry box and does not respond to input.

After a few seconds, the display is normal and text entry works as expected.

Windows 11 Pro, fully pacthed.
