If you're on the Chat page and go to the Images then back again, the chat history is cleared. This should be persisted at least as long as the browser session is active.

Refactoring the chat component to use the useReducer api

This means we have a single piece of state for the page and if we want to lift it up higher (say for microsoft#28) it's a lot simpler to do
