Removal of @microsoft/fast-react-wrapper

Reason for removal

There are other options for web component react wrappers, additionally React is working on supporting them. This package does not appear to be useful going forward and wrappers for other JavaScript SPA solutions are not a core concern of the FAST project. Refer to the core goals in the project re-alignment issue.
