Does this occur consistently? Yes.
Repro steps:

  1. Run Visual Studio Code 1.62.3 or Visual Studio Code Insiders 1.63-0-insider
  2. Use Docker extension 1.18.0
  3. connect to a docker registry using https and domain using lets encrypt certificate

Action: AzureTreeDataProvider.getChildren
Error type: CERT_HAS_EXPIRED
Error Message: request to redacted:url failed, reason: certificate has expired

OS Release: 10.0.19042

This is an external issue: microsoft/vscode#136787. There is a workaround suggested in this comment that may help.
