Allow to open more windows while the first instance window launches

Hello 😃

When opening VSCode on a folder, I have to wait for VSCode to finish initializing/loading before I can open another folder (I often open a backend and frontend folder in different windows. I end up trying to open the 2nd window multiple times because it is not clear when VSCode has finished initializing for the first window.

I open multiple windows quickly using the folder list here:

Not sure if this is an issue or feature request and I didn't see a ticket for this.

Some notes:
I'm on a Mac, not sure if this is different on Windows.

Fair request, this may be partially hard for us to implement because there is a bit of time spend before we get control over this when starting.

I am not sure if #97626 would help here.
