Update Algolia Search to v3

as per algolia we should save ~30% of javascript by upgrading to v3.

If we can add search filters/facets at the same time that would be really useful. I can only get the search box to show the top 10 results, so normally cannot find what I want.

Alternatively, are search operators available? I couldn't see any in the Algolia docs

I dont have this project setup locally either. Just open a PR. It will automatically deploy a test instance on which you can test your changes
