Different Mention for Special Roles

Is your feature request related to a problem? Please elaborate.

The issue is that I want to provide priority support to some roles. So I want every new thread to ping on creation if they have a role, but not when they have any other role.

Describe the solution you'd like

>mention command should be refactored to have a new parameter role. So each role will have it's own mention and mention the highest role.

The command will look like >mention [on_role] [mention].

If this is a good idea I can also write a PR to introduce this change!

Anyone who wants to create a priority queue or tiers of support.

There is a plugin that does this, you can set it to ping roles for certain roles and move it to a different category even. However it does seem like it would be something nice to have in the core bot.
