I don't think the test workflows are caching the poetry environment anymore. In particular the python 3.12 dependencies install takes quite a while, which we could probably save most of the time as we don't these mega-frequently.

See e.g this recent run where the install took ~ 9 min, on a PR that didn't touch the lockfile
