Since readme is missing I dug thru code and only found this example:

sfdx bulk2:query --query "Select Id, Name From Account" --targetusername myOrg@example.com

Looking further query via v2 is already supported by mainline sfdx

For anyone searching for sfdx bulk2 upsert support - this one is good: VenkatKoppolu/venkat-cli#6 (comment)
