Cross compiler from CLANG64 to CLANGARM64? #20839

I don't know if such cross compiler is already exist or not. But I found various Clang-based cross compilers on CLANG64. This will build for ARM64 on x86_64.

I made https://github.com/msys2-arm/cross-clang but it's still "unofficial" I guess
