[material-next][List] Copy all List* components to material-next package #40367

Things done in this PR

  1. Copy all List* components to material next package

  2. Update imports wherever applicable

part of #40368

I'm thinking to take following approach to migrate List* components to MD3

  1. copy all List* components code to material - next in single PR
  2. update design and look for all List* components in single PR
  3. convert code to typescript for List* components in single PR ( i believe this PR can be split into multiple PRs, but right now I'll go with single PR, if change log is higher than I'll split into multiple PRs)
