Create guide on "What to do when a release is broken?" #558

Related to #535, we should create a guide that covers what we should do when a release is broken.

Covering items such as:

  • Communication strategy
  • Reversion of commits in master/LTS

We discussed this in #735. I believe we're in agreement that we should create this guide, but will be waiting on us having the time to write it. Removing release-agenda with that in mind.
