build: cache python exec path on configure #39465

Prevent using different python interpreters on configure and on build scripts. Also fixed an issue on automatic re-configure with make that generates a config.mk without bin overrides.

When using make the build scripts is supposed to be using the same Python interpreter as configure via the symlinking that goes on in

node/configure.py

@richardlau thanks for the suggestions. I'll investigate why doesn't it work.

Finally, I can reproduce the problem:

  1. in a machine with python pointing to python2
  2. run ./configure manually
  3. change any of the gyp files
  4. run ./make which triggers re-./configure with PATH altered with ./config.mk
  5. ./configure found that python in PATH is a python3 (which is located at <workdir>/out/tools/bin/python), skips bin overrides
  6. ./configure re-generates a ./config.mk without bin overrides.

FWIW I think the bin overrides stuff is there because the gyp docs recommend to use "python" in actions: https://gyp.gsrc.io/docs/LanguageSpecification.md#rules
Maybe it doesn't matter for us and we can adopt one of the two open PRs to use a variable 🤷.

@richardlau true. However, I find that there are a lot of wild python references in gyp files, like tools/v8_gypfiles/v8.gyp. It will still be valuable to set the correct PATH in that condition.

Besides, I found that there is a variable named python defined in common.gypi already, though it is not been used anywhere. I change the PR to adopt that variable so that we can simply change python reference in gyp files to <(python).
