For GUI apps on Windows, CREATE_NO_WINDOW property should be passed to CreateProcessW to avoid a flash of console window when creating child processes.

This PR adds a build option in Node to allow embedders to set CREATE_NO_WINDOW property when spawning processes.

This will remove the need of patches in Electron and NW.js:

If this is an option that should be available as something that embedders can globally set, it should be a per-Environment runtime flag, not a compile option.

Yes, but windowsHide has to be explicitly set by the users, and for embedders we would like to have a global switch to force hiding the console window.

For example in VS Code, we can not force all third party code to use windowsHide when spawning process, and spawning process is such a common operation in extensions that we definitely do not want to have console windows keep popping up.

If this is an option that should be available as something that embedders can globally set, it should be a per-Environment runtime flag, not a compile option.

I'm good with making it a runtime flag, but this is a thing only needed by embedders and I'm a bit worried that adding a runtime flag would add burden for all Node.js users.
(Maybe we should add a compile option to turn on the runtime flags?)

I’m not sure I understand why this would be a burden for other Node.js users. There’s already precedent for quite a few different flags that control per-Node.js-instance behavior which are only accessible to embedders:

Didn't know this flag system, thanks for the reference. I'm happy to reimplement this PR with runtime flag, but to confirm, are you OK with adding a runtime flag to force hiding console windows?

Yeah, I think it makes sense to have that. I’m not sure which libuv flag(s) makes most sense to expose here (i.e. UV_PROCESS_WINDOWS_HIDE vs UV_PROCESS_WINDOWS_HIDE_CONSOLE), but I’m happy to defer to you on that.

You probably need to also add this to node_worker.cc so that it is propagated:

node/src/node_worker.cc
