As a Data Consumer I want the side bar open per default and with more information about the dataset, to be warned about the options I have in the sidebar.

By using the data browser I have seen that the side bar in the table view is now quite hidden. To notify the user about the side bar I thought we could:
keep the side bar opened per default at the first access the user does;
if the user closes the side bar, save the information in a cookie and avout to open it the next time the user access a table view
increase the visibility of the side bar, once the side bar is closed (Maybe adding a button that opens the side bar also on the top).
Warning If we do so, we have to find a way to warn the user about this functionality! Maybe a tooltip or something similar could be useful. Maybe we could consider something similar what Githug (screenshot belo) or google drive with the new features do.
