I'm at TC39 this week and won't likely be able to dial in; but it'd be great to get #68 merged, and npm/cli#731 reviewed :-D

Hi @darcyclarke , I'm trying to figure out the status of npm/npm-package-arg#46 . It was mentioned in this and two other previous meeting schedules, but the linked notes in Docs never actually seem to refer to it. Was this PR never actually discussed? Is there a reason it was dropped from the agenda for future meetings? Does it need an issue here to officially participate in the RFC process?
