fix(linter): fix how eslint hasher gets projects from task dependencies

Current Behavior

Running a target with the @nrwl/linter:eslint executor and with --with-deps or with target dependencies configured, throws an error.

Expected Behavior

Running a target with the @nrwl/linter:eslint executor and with --with-deps or with target dependencies configured, should run correctly.
