fix(storybook): fixing the static-dir issue

Current Behavior

• The addition of "default": [] to the staticDir option in the Storybook executor schema, breaks it when a user provides staticDirs in main.js. This should not happen.

Expected Behavior

• staticDir CLI flag deprecation
• Show deprecation message
• staticDirs in main.js works
• staticDir CLI option should not default to anything

Related Issue(s)

• Mostly reverting fix(storybook): add staticDirs object schema #8885
• Related: Core: Add 'staticDirs' config option storybookjs/storybook#15969
• Solves: Storybook does not work if staticDirs is defined from .storybook/main.js even though there is nothing defined about staticDir on project.json #9306
