Current Behavior

Missing development configuration, so it is not possible to run the "empty" configuration when using utilities like runExecutor.

Expected Behavior

New apps have development configuration, just like they already have one for production. Using configuration: development is now possible withrunExecutor to run the non-prod configuration.
