Describe the proposal

Nuxt Bridge aims to provide Nuxt 3 identical features (if possible). One of greatest features it has is layers feature, which available through https://github.com/unjs/c12
At that time bridge module have placeholder for layers
https://github.com/nuxt/bridge/blob/main/packages/bridge/module.cjs#L41-L45

This feature request is about adding activatable feature to c12-based config resolution instead of previously used
