Cannot find module 'C:/Program Files/nodejs/node_modules/@nuxt/devtools/module.cjs'

I am getting this error when I use any node version from 16.20.1 and above:
Cannot find module 'C:/Program Files/nodejs/node_modules/@nuxt/devtools/module.cjs'

I don't understand why it tries to load the package from the global node folder?
But this doesnt happen when I run node version 16.16.0.
I saw that I had @nuxt/devtools installed globally in two of my node versions, so I uninstalled those, but I still get the same error .
I have nine modules added in nuxt.config.ts but it is only @nuxt/devtools that causes this kind of error.

Another thing:

• I removed the .nuxt folder
• uninstalled @nuxt/devtools
• removed the@nuxt/devtoolsentry from nuxt.config.ts
• deleted the yarn lock file
• removed the "devtools" property from nuxt.config.ts

but when i yarn run build it still says "Error: Cannot find module 'C:/Program Files/nodejs/node_modules/@nuxt/devtools/module.cjs'".

I can see inside the src/.nuxt folder that it still is reference in nuxt.d.ts , and it also has a line in plugins.d.ts:
InjectionType<typeof import("../../node_modules/@nuxt/devtools/dist/runtime/plugins/devtools.client").default> &
and also in schema.d.ts:
["devtools"]?: typeof import("@nuxt/devtools").default extends NuxtModule<infer O> ? Partial<O> : Record<string, any>

It is solved

There is a.nuxtrcfile that has to be removed, I had read about it but thought that the file would be located in the project root folder.
But it's apparently the "Home" directory, very strange file.
But that fixed it..
