The environment is a product of the SSG construction of webview, with localized references and not going online
Command:
nuxt generate --dotenv .env.test

Because it is an internal project, it is not convenient to provide examples

Describe the bug

In the localization process of Nuxt3, when referencing JSON, it will still be absolutely referenced because it is obtained through baseUrl, but baseUrl is/,
Unable to set relative reference. After referencing through fetch, the address is still /nuxt/builds/meta/7856bdf6-69b2-450a-8f20-07d21023e783. json,
After referencing here, it is not possible to reference locally. How to set it up to achieve localization of the entire project.
